Since 2007, the Voting System Technical Oversight Program (VSTOP) has been located in Ball State University’s Bowen Center for Public Affairs in the North Quadrangle Building at Ball State University. With the assistance of Dr. Jay Bagga, this program was started by Drs. Ray Scheele, Sally Jo Vasicko, and Joe Losco, three Political Science Professors at Ball State University, who received a gracious grant from the Indiana Secretary of State’s office. In 2020, VSTOP received the tremendous opportunity to relocate to the Oakwood Building, which was acquired by Ball State in 2016. On April 1, 2022, Drs. Jay Bagga and Bryan Byers, along with their VSTOP team, celebrated the completion of 15 years of service to the State of Indiana and Ball State University through a momentous Ribbon-Cutting ceremony. This ceremony was combined with the Cohort 3 Graduation for the Certificate Program in Election Administration, Technology, and Security (CEATS).
