Marc Chatot, Program Manager<\/span><\/h3>\n

Marc joined the VSTOP as an Election Systems Certification Specialist in August 2021. He became the Interim Program Manager after staffing changes June 2023. Previously Marc worked in Customer Support at Ontario Systems and Inside Sales at Brigade Electronics.\u00a0 He graduated from Ball State\u2019s Center for Information and Communication Sciences with a Master of Information and Communication Sciences degree in 2013.<\/p>\n

Duncan Klemm, IT Specialist<\/span><\/h3>\n

Duncan Klemm started working at the Voting System Technical Oversight Program (VSTOP) in 2021, and is currently the IT Specialist. Previously, Duncan worked as a Student Worker for VSTOP’s Election System Inventory (ESI) Program. He graduated from Ball State’s College of Sciences and Humanities with a Bachelor’s in Computer Science and from the College of Communication, Information, and Media with a Bachelor’s in Telecommunications in 2022.<\/p>\n

Alisa Gray, MPA, Training and Assessment Specialist<\/span><\/h3>\n

Alisa Gray is the Training and Assessment Specialist for the Voting System Technical Oversight Program (VSTOP<\/span>) Team at Ball State University. She began working for the program as a graduate assistant in May of <\/span>2022.<\/span> <\/span>Previously, Alisa graduated from Ball State\u2019s College of Sciences and Humanities with a <\/span>Bachelor\u2019s in Criminal Justice and Criminology<\/span> in 2021 and<\/span> recently earned her <\/span>Master of Public Administration<\/span> with a concentration in Criminal Justice and Criminology in May of 2024.<\/span><\/span> Alisa now leads, oversees, and coordinates all training and assessment-related activities for VSTOP in the state of Indiana.<\/span> She interacts with each of the state\u2019s <\/span><\/span>electronic poll book vendors in order to assure legal compliance in electronic poll book training and assessment before each election.<\/span> Additionally, Alisa also develops and analyze<\/span>s<\/span> training materials for <\/span>two Certification Programs <\/span>offered in Indiana <\/span>for Election Administrators.\u00a0<\/span><\/span>\u00a0<\/span><\/p>\n

Matt Housley, MPA,\u00a0Election Systems Audit Specialist<\/span><\/h3>\n

Matt serves the State of Indiana as VSTOP’s Election Systems Audit Specialist. He earned his bachelor’s degree in Public Relations and minor in Political Science from Slippery Rock University of Pennsylvania in 2018. He’s also a recent Ball State University graduate of the College of Sciences and Humanities, earning his Master of Public Administration in 2024. Utilizing the Anomaly Reporting Platform, he works with Vendors and County Officials to report all anomalies that affect Indiana\u2019s voting equipment to the Secretary of State\u2019s Office and the Indiana Election Division. Matt is also responsible for leading Indiana Counties through the random audit and post-election audit processes ensuring that election equipment is functioning properly and that election outcomes are correctly tabulated.<\/p>\n

Spencer Drumm, Election Systems Certification Specialist<\/span><\/h3>\n

Spencer Drumm joined Voting System Technical Oversight Program (VSTOP) in Spring of 2024. He previously worked in IT positions at Ball State University within the Facilities Department, College of Health, and Unified Technology Support. He graduated from Ball State with a Bachelors in Fine Art in 2010 and Masters of Art in 2015.<\/span><\/p>\n

Austin Bilbrey, Logistics Specialist<\/span><\/h3>\n

Austin graduated from Ball State University in May 2020 with a BA Degree in History. He began working for the University in June 2022 as an administrator in the Political Science department, and eventually joined the Voting System Technical Oversight Program as its Logistics Specialist in October 2023. As Logistics Specialist, Austin helps manage administrative business for the team, act as a liaison for the Program and other offices on campus, and serve as a planner of the annual State Certification Testing of Election Systems National Conference (SCTESNC), among other duties.<\/p>\n

\"Payton<\/p>\n

Payton Glesing, Graduate Assistant<\/span><\/h3>\n

Payton joined the VSTOP team in August 2025 becoming the graduate assistant for Training and Assessment.\u00a0Previously, Payton worked for the City of Muncie\u2019s Special Projects Department compiling grant research and coordinating housing development projects. She simultaneously worked with Ball State University\u2019s Study Abroad Office mentoring students and boosting campus engagement. After graduating from Ball State\u2019s College of Sciences and Humanities with a Bachelor\u2019s in Political Science and History in May 2025, Payton officially joined the VSTOP team. Her primary duties include overseeing the Voter Registration Access Proficiency Standards and Assessment (VRAPSA) training course and assisting the Training and Assessment Specialist as needed. She is currently working towards her Master\u2019s in Public Administration (MPA) with a concentration in Urban Planning at Ball State University.<\/span><\/p>\n
